CEDRE

The international conference in support of Lebanon development and reforms, CEDRE (“Conférence économique pour le développement, par les réformes et avec les entreprises”) took place on the 6th of April, 2018 in Paris, France.

CEDRE conference aimed to provide the international community’s support for the development and strengthening of the Lebanese economy as part of a comprehensive plan presented during the conference for reform and investments in infrastructure by the Lebanese Prime Minister H.E. Mr. Saad Hariri along with a Lebanese ministerial delegation. Representatives from the private sector and civil society contributed to the work as well.

The opening of the conference was made by the Minister for Europe and Foreign Affairs, H.E. Mr. Jean-Yves Le Drian, who also chaired the first working session, afterwards the Minister of Economy and Finance, H.E. Mr. Bruno Le Maire chaired the second session. CEDRE conference was closed by H.E. the French President Mr. Emmanuel Macron.

The Lebanese Government proposal for reform did not only include its Capital Investment Program (CIP), but also a vision for stability and sustainable long term growth and job creation. This vision is underpinned, beyond an increase in investments in infrastructure within a sustainable macro fiscal and debt framework with an increased role for the private sector, by:

1) sectorial reforms to help ensure that the benefits of the investments are fully realized

2) Structural reforms as a basis for good governance and an expansion of private sector activity leading to sustained higher economic growth

3) The development of a strategy for the diversification of Lebanon’s productive and services sectors and the realization of its export potential.

During Cedre, Lebanon secured over $11 billion in soft loans and grants from international donors. In total, donors committed to $10.2 billion in loans and $860 million in gifts.

PRIVATE PUBLIC PARTNERSHIP DECREE

Public-private partnerships (PPP) have proved worldwide to support in the development of long-term infrastructure projects. Under PPP, the government focuses on the regulations, while the private sector provides the major funds and expertise to develop projects which will ultimately benefit the government the public.

The enactment of Law No. 48 on September 7, 2017 related to the implementation of PPPs in Lebanon will allow for the private sector to take part in major projects otherwise were purely governmental, with the new procedures that are characterized by transparency, competitiveness, and clear accountability standards.
